City State of Neutral Moresnet

In 1919, the Neutral State of Moresnet was abolished by the Treaty of Versailles. 

So what if someone in the Treaty of Versailles looked at the map more closely and thought that it would be a good idea to place the League of Nations there. So the Palais of Nations were built there. In our timeline, Esperanto was proposed to be a working language but the French were opposed to it. In the timeline, because Moresnet already declared Esperanto as the official language of Moresnet and as to promote it as a world language it was accepted in our timeline instead.

In World War II Hitler violated the integrity of Moresnet in the same manner as the Italians did with Monaco in OTL. However, the LoN transferred to Geneva (the OTL headquarters) by then, and it thus stayed there to this day. But Moresnet's identity was preserved in the UN charter, and there were plans to transfer the UN headquarters to Moresnet. However, none come into fruition, until it was decided that Neutral Moresnet becomes the capital of the European Economic Community. Thus, Moresnet is often regarded as the capital of the European Union. 

Moresnet remains the only Esperanto-speaking country in the world and the governing body of Esperanto is based here. Otherwise, it basically functions the same way Liechtenstein was to Switzerland, Monaco and Andorra to France, and San Marino and Vatican to Italy are today, an appendage of Belgium. 

Plans to make it a casino centre like Monaco and proposed during the 19th century were shelved; instead it ended up as a university city and some country to get some stamps. Tourism is the number one revenue earner for this down, following with a paper mill in the neighboring down of Old Moresnet in Belgium.
