What would happen if the Far Eastern Republic was re-established? The POD is after WWII where Karafuto was not annexed to the USSR and was made the nucleus of the independent People's Republic of Japan by revolt of Japanese communists. 

In 1988, Gorbachev, aware of the region's separatist tendencies, decided to split off the FER from the RSFSR, creating the FER. After the fall of the Soviet Union, its economy was tied increasingly to the People's Republic of Japan. 

Alexander Lukashenko fled Belarus to the FER in 2000 after massive protests due to a scandal involving the FER (mainly shipping off Belarus's remaining nukes to FER, which then, due to international restraints by Russia, were in turn secretly given to the People's Republic of Japan which already developed atomic arms but could not produce the number of bombs necessary). He became the President of FER in 2005 to 2010, thus one of the few people who became president of two different countries. Belarus in this timeline is now Ukraine-lite without the separatism (however, the Poles, Russians, and Lithuanians are planning to carve Belarus, so they have no choice but to turn to Kiev). 

A Korean Autonomous Region, a Jewish Autonomous Region, and even a Roma Autonomous Region in the Baikal are established. The last-named region have seen an influx of Roma leaving Eastern Europe. the KAR's population also increased after North Korea's Kim Jong-il collapsed and became a Chinese-North Japan-satellite.   

Basically the FER became this world's Belarus and North Korea, but with a smarter economic policy.
