After the Japanese intervened in Siberia on the request of Russian White leaders, such as Ungern Von Sternberg, the Japanese decided that Kolchak and other Whites, now losing control of Russia. It comprises the entire Russian Far East.

However, there are splits by the 1930s. Eventually, it became clear that it became another Japanese state just like Manchukuo. The few saving graces is that Anastasy Vonsyatsky, its president from 1932 to 1940 opposed anti-Semitism and even made a Jewish oblast in Birobidzhan. When Vonsyatsky narrowly escaped assassination by militant officials and fled to America, the oblast remained, though as a ghetto of sorts, but the Japanese, for all their war crimes, did not try to exterminate the Jews [just like what it almost done with Koreans]. When the Soviet Russians invade the FER in Operation August Storm along with Manchuria, it was absorbed as the Far Eastern SSR, with the common nationality of Russians, Ukrainians, Jews, Gypsies [to give them an autonomous unit after their service in WWII], and Koreans. The Ainu and the Chukchi get their autonomy. As a result, the FER when it gained independence in 1991 when the USSR dissolved, it was compared to Bosnia-a Bosnia gone right, or rather a Switzerland.

The Manchus in the Manchurian Democratic Republic [now truly democratic after the fall of Communism in 1993], the Japanese, and the Republic of Korea, along with Russia, were the FER's largest trading partners. The Russians still base their Pacific fleet in Vladivostok, though.
