The request by North Korea to repatriate the refugees was denied by the Manchurian government.The Baekdu-san nuclear incident occured when in June 29, 1997, alleged North Korean terrorists detonated a chemical weapon on the outskirts of Dandong, Manchuria. 20,000 were reportedly killed.
